In Canada, what are general consumer rights to have fraudulent credit card charges reversed?

A relative of mine who lives in Ontario, Canada was scammed during the last year. I'm reading the Consumer Protection Act, 2002, and am confused by Part IX, which says it doesn't apply to remedies in respect to unfair practices in Part III. But Part III seems to apply.





Also, how can I research case law in Canada to know how the law is applies?
